Jim Johnston

Jim Johnston has served in leadership and executive roles in operations, strategic planning, engineering and finance in organizations ranging from $1 million to $2 billion in revenue over his 30-year career. He co-founded and was senior executive at two successful companies including LHI, where he was the COO and CFO during the first five years of the FEDS_HEAL Program. Mr. Johnston was responsible for LHI's Customer Service, Scheduling, Quality Assurance, Provider Recruiting, Medical, Dental, File Management, and other key departments that were conceived and implemented including the development of LHI's MedNet System.

George Nebeling

George Nebeling has nearly 40 years developing and managing automated systems supporting the DoD. After retiring from the Army as a Lieutenant Colonel, Mr. Nebeling joined ASM Research and became the Senior Vice President and General Manager of the Health Solutions Group, where he led the development of several Army medical readiness applications including MODS, MEDPROS, MEDCHART, AVS, LOD, and eProfile.

Wayne Williams

Wayne Williams is the founder and Executive Director of Coldchain Technology Services, a service disabled, veteran-owned small business and a leader in applying state-of-the-art cold chain management solutions to the DoD, CDC, Department of Justice, State Department, Department of Homeland Security, Department of Veterans Affairs, private industry, heath care organizations and university research labs. Mr. Williams built and managed all logistics operations for the FEDS_HEAL contract and he has extensive experience managing the logistics systems for the US Strategic National Stockpile as a consultant to the Centers for Disease Control.

Paige Beville

Paige Beville brings more than 30 years of leadership experience in the government and private sectors. She served in several senior management positions for ARCO, including environmental health and safety and government relations, after which she served as senior operations manager and expert consultant contractor supporting Federal Occupational Health (FOH), where she oversaw the management of the FEDS_HEAL Program for FOH and was a key developer of the Post Deployment Health Reassessment Program under FEDS_HEAL.

Senior Military Advisors

Honorable Thomas F. Hall

Mr. Hall served as Assistant Secretary of Defense for Reserve Affairs, the principal staff assistant to the Secretary of Defense on all matters involving the 1.2 million members of the Reserve Components of the US Armed Forces, from 2002-2009. Mr. Hall is a retired two-star Rear Admiral having served almost 34 years of continuous active duty in the United States Navy. He is a distinguished and decorated Naval Aviator, who served a combat tour in Vietnam. He performed in numerous high level staff, command, and NATO positions during his career. His final military assignment was as the Chief of Naval Reserve. Mr. Hall has served on the Boards of numerous corporations and nonprofits, including as the Executive Director of the Naval Reserve Association for six years. 

Stephen L. Jones, Ph.D.

Dr. Jones has over 35 years of executive leadership experience in public, legislative, educational, and private settings. He served the Office of the Secretary of Defense as Principal Deputy for Health Affairs from 2004–2009, the number two position for all health care matters including strategic planning, legislative affairs, communications, the DoD’s federal partnerships, and chairing or co-chairing numerous task forces for the Military Health System. Dr. Jones began serving the nation as a US Army intelligence officer, and he has since served as Chief of Staff and in numerous other senior leadership positions for members of the US Senate and House of Representatives, and for the Medical University of South Carolina, where he received his Doctor of Health Administration.

Karen Flaherty-Oxler (Rear Admiral (Ret.), USN)

RADM Flaherty served as the Deputy Surgeon General of the US Navy and as a member of the Surgeon General’s Senior Leadership Team and Chief of Naval Operations Executive Council. Works closely with active duty commands to support the combat and peacetime medical department requirements. RADM Flaherty has also served innumerous leadership positions at VVA and civilian hospitals. She earned a MS in Nursing from the University of Pennsylvania.

Raymond Webster, MD (Major General (Ret.), USAF)

Dr. Webster was the senior medical officer for the Air National Guard and has held several US Air Force senior medical leadership positions. He has also held many private sector leadership positions, including as the Chief Medical Director for two different major corporations. Dr. Webster earned a Doctorate of Medicine from the University of Missouri and a Masters in Public Health from Johns Hopkins.

Deborah Wheeling (Major General (Ret.), USAF)

MG Wheeling served as the principal staff advisor to the Army Surgeon General (TSG) on all issues that relate to medical policy, standards, force structure, training and medical readiness of the Reserve Components (ARNG/USAR) of the Army. She has held an Oncology Nursing National Certification (ONNC) since 1986. MG Wheeling received an MS in Nursing from Duke University.

Dennis Woofter, DMD (Rear Admiral (Ret.), USN)

RADM Woofter served as the 33rd chief of the Navy Dental Corps/Deputy Chief Bureau of Medicine and Surgery (BUMED) for Dental Operations Support; Chief of Staff/Program Executive Officer, BUMED, and the Deputy Director, Naval Medicine, Office of the Chief of Naval Operations. RADM Woofter received his Doctor of Dental Medicine from the University of Missouri.
